Why cant i run COD4 multiplayer on my pc?

I have a normal computer its a dell inspiron. i dont know much about computers but im pretty sure i need a graphics card cause single player is laggy and multiplay just wont work i get Iw3mp.exe is not responding and its checking for a solution. what do i need to do and if i need a graphics card how much is a good but cheep one
