Is it safe to end the process HelpPane.exe?

This process is eating up my cpu usage (45-50%) and i want to make sure it is safe to close it; a non-critical process, and if it isn't how do i open it back up if i want to. I want to have better performance and i don't use it a lot, but I sometimes use it, so i want to know if its safe and how to open it back up using windows task manager, or another way.
